Teams may submit a matter for citing (undetected foul play during a match), as set forth in Regulation 17.10.8. To be clear, under Regulation 17.10.9, a player cited by a team citing IS NOT provisionally suspended. In order for the team citing to be considered:
- The incident must be specifically identified in writing and submitted no later than forty-eight (48) hours following the match; and
- Absent extreme situations and good cause, a team citing must include video and/or photographic evidence of the undetected foul play.
All team citings will first have an initial citing review officer (who will not act as the JO or Panel member in that matter), to ensure compliance with the above and to determine the evidence of foul play which meets the red card threshold. In the event the review officer determines that foul play has occurred, which meets the red card threshold, then it will be submitted to the JO to schedule a hearing. The timing of the hearings as set forth above for a red card of citing do not apply to team citings, which hearing will be scheduled as soon as is reasonably practical. At the hearing a representative of the citing team or Union shall ordinarily be in attendance, failing which the citing complaint may be dismissed.
